Information on Scheduling an Inspection
To comply with the East Bay Regional Private Sewer Lateral Program, a verification test is required to demonstrate that the lateral is free of leaks (the upper lateral only for properties in Alameda and Albany and the entire lateral, upper and lower, in all other regions). It is the responsibility of the property owner (or their agent) to schedule an inspection with EBMUD to witness a verification test on the property's private sewer lateral(s).
EBMUD's online scheduling tool allows you to view all available inspection windows. You may select the available inspection window that will best serve you. Please be ready for the inspection at the start of the window. EBMUD will conduct the inspection within the scheduled window.Appointments for PSL inspections are available Monday through Friday, except on EBMUD holidays.
Steps to Schedule an Inspection
Please use the online scheduling tool to request your inspection. You will be asked to:
- Enter your property's address.
- Select your property from the provided list.
- Enter your name and contact information.
- Request an inspection to receive a Compliance Certificate.
- Provide information regarding the contractor to perform the verification test.
- Select your inspection date and time from the provided available windows.
- Pay your Compliance Certificate fee.
- Receive a confirmation of your inspection appointment via email.
- Be ready at the start of your inspection window to perform the verification test.
Special appointments are required for the following types of properties, and these inspections may not be scheduled online:
- Multilateral parcel (i.e., more than one lateral on the parcel) OR a parcel within a Homeowner's Association (HOA), go to the PSL Guidelines Page, complete the Multilateral Pre-Inspection Form or the HOA Pre-Inspection Form, and upload a sewer map showing all laterals, private mains, and private manholes of the parcel or parcel group. The form must be submitted two weeks ahead of the desired inspection date.
- For Port of Oakland property, an EBMUD Port of Oakland PSL Form must first be submitted to the Port for approval. Download the form here: Port of Oakland PSL Form. Once it is signed by the Port, submit the form to psl@ebmud.com.
- For properties within Alameda Point, an EBMUD Alameda Point Form can be downloaded here: Alameda Point PSL Form. It must be submitted to City of Alameda for approval. Once it is signed by the City, submit the form to psl@ebmud.com.
If you schedule an inspection online for a multilateral parcel, a property within an HOA, or a property within the Port of Oakland or Alameda Point, EBMUD may cancel your online appointment or direct the EBMUD inspector not to perform the inspection, in which case you will be required to reschedule and pay all applicable fees.
Off Hours Inspection Requests
Please allow at least 3 full business days to process the off-hours inspection request. HOAs and multi-lateral properties must submit a map of testing for review prior to requesting an Off Hours inspection. For example, if a contractor is looking for a weekend appointment, the request should be made by calling (510) 287-1599 no later than Tuesday afternoon.
